Speed and Damage are the two most recognizable statistics of a weapon. They are both equally important in determining the destructive power of a weapon.

Speed is, of course, how fast a projectile goes when it leaves its appropirate weapon. More speed equals more range. Speed also influences damage reduction over time. Increasing speed can result in damage increase simply because faster projectiles mean more damage.
Even if Damage=0, the fact that the projectile travels any speed at all makes it injurious. Some weapon mods even have Damage set to negative values simply because the projectiles fly so fast.
In Realistic mode, the recoil of slot 6 (Ruger 77) and slot 7 (M79) weapons is directly proportional to the speed of the weapon.

Damage is the raw power of a weapon. Increasing damage makes it so the weapon inflicts more pain to your opponent. Some weapon types almost always instantly kill no matter what their damage value is, such as the M79 grenade and the LAW rocket. In fact, they appear to have a second invisible, hardcoded Damage value which is extremely variable with the speed of the weapon. It is possible to set Damage values into negative thousands and achieve an only partially injuring explosion or even a healing explosion, but speed in-game makes this feat almost impossible to consistently achieve and be of practical use in a weapon mod.
Damage does not influence recoil nor push (how much a soldat is pushed back when hit by a projectile).
